1. It wasn’t because it reflected the intentions of the Treaty of Waitangi, because it doesn’t
2. It wasn’t because it’s for the benefit of all New Zealanders
3. It’s because of “good faith” agreements made since the 1990s
Bishop: “We’ve just decided to put in place these Iwi participation agreements… will be a new thing in the law and the reason to have them is essentially to give effect to treaty settlements that the Crown has entered into in good faith since the mid 1990s… there are a range of mechanisms for Iwi and mana whenua [ancestral authority and customary rights over a specific geographical area] to participate in and statutory processes, both through the RMZ and the new Planning and Environmental Systems.”
We all have the right to engage with Councils regarding RMAs but this gives one group of our society more rights to do so. Weren’t National meant to be stopping that?

If provision is made for “Iwi participation” there must be 1) an intention to give Maori more rights or 2) less rights otherwise it is unnecessary to mention any such provision & the legislation is without purpose.
