OPINION: When I was about five, growing up in the UK, my Mum had an accident at work. It left her unable to use the right side of her body.
She went from being a young, super fit, ambitiously passionate woman (and a world champion rower) to being unable to hold a pen. Or use a knife. Or tie her shoelaces.
She couldn’t drive, she couldn’t turn the lock on the door of a public toilet, and she certainly couldn’t work.
Now, Mum did get a medical pension from the government because she’d lost the ability to work. But it’s expensive to give that to someone in their 30s for the rest of their life.
So every few years, especially when the British government was on an austerity drive, they’d drag Mum into a doctor’s office to prove she wasn’t making this up.

Well, actually, they wanted to prove she WAS making this all up. Or at least not trying hard enough to find a job. Not pulling her socks up. (Never mind that she couldn’t put her socks on herself.)
She had to prove, repeatedly, that she really was too sick to work. She did. She got the money.
And she used it to go to physio three times a week, every week, for over ten years. Eventually, after 10 years of rehab, she could drive again. Work a little bit again. Hug me again.
I was thinking about that this week. Thrice weekly physio is about $200 a week in today’s money. (I pay $70 a pop, even with ACC funding a bit of it.)
It’s about what you get, as an 18 or 19-year-old living at home, if you’re on the Jobseeker Health Condition, Injury, or Disability benefit – Jobseeker HCID. (Currently Jobseeker is $276.46 a week if you live at home, $324.50 if you live independently.)
And in November, the Government is cutting this benefit for teens.
Last October, the Government announced it was cutting the general Jobseeker benefit for 18 and 19 year olds (whose families earn more than 65k a year). These 4300 odd teens will now have to be supported by their parents.
What has since become clear, is that this cut will also apply to those teens on a certain type of Jobseeker benefit, the Jobseeker HCID.
Jobseeker HCID is a type of unemployment benefit given specifically to people who have to temporarily stop work, or reduce their hours, because doctors say they’re too sick to work right now. And there’s currently 2733 18 and 19 year olds on it. Some have cancer.
About 1800 odd have a serious mental illness.
But from November, unless their family earns less than $65,000 a year, or they can prove a broken relationship with them, these kids will lose it.
Their parents will have to find that $276 a week. Why? Because we need to get young people back into work!
That’s been the message since October. We don’t want these kids on welfare!
And last week in the House, Social Development Minister Louise Upston was asked by MP Ricardo Mendéndez March what she’d say to those on HCID with cancer, and at risk of losing their benefit, she replied, “it doesn’t change the fundamental point. We believe that we don’t want 18- or 19-year-olds trapped on welfare, we don’t want them stuck on a benefit for another 20 years of their life; we want them to be supported by their family in the first instances, and preferably in education, training, or in work.”
So. We’re stopping their benefit to incentivise them to work…but we know they’re too sick to work right now. Which is why they’re on the Jobseeker HCID to begin with…
This makes absolutely no sense.
Is taking their benefit away going to cure their cancer? Fix their PTSD? That’s what would get them back in the workforce. Not cutting the money they have for rehab…
But whatever, it’s their family’s problem now!
And it will be a problem, because what family has $270 odd a week, $14,000-ish a year, spare right now to cover this? Man, one third of us don’t have $500 in cash for an emergency.
The vast majority of families will just not be able to pay it, so no more weekly physio, or regular therapy, or cancer recovery programmes.
The irony is Jobseeker HCID is meant to be for when you’re temporarily unable to work due to illness.
It is more of a stop gap; you don’t need a period of incapacity to go on it, just a MSD-accepted doctor’s certificate. So let’s say you get cancer, can’t work for a year, you can go on HCID, use the money while you’re getting treated, recover, go off HCID.

I don’t understand. Surely if there’s a medical or psychological condition then any treatment would still be funded?
I would also add that a family doesn’t need to find that amount, as unless they need to pay extra rent to gain a bedroom for a teen, it’s a bit of food and power. Maybe in these cases visits to the doctors would add up.
Don’t get me wrong though – my feeling is that if someone is old enough to fight for their country, or decide to get married, they ain’t the financial responsibility of their mum and dad. I know it also isn’t the responsibility of general taxpayers either, but the hard reality is that IMO most of the blame lies with our government failing to provide economic conditions in which young people can gain employment.

The Government has decided to keep temporary fuel support measures in place for now as petrol prices are likely to remain above $3 a litre through August and September, Finance Minister Nicola Willis says.
In March, the Government made a tweak to the in-work tax credit which gave low-middle income families with children up to $50 a week to help with the impact of rising fuel costs caused by conflict in the Middle East. This was followed by a temporary increase to mileage rates for home and community support workers and relief teachers.
Speaking at a post-Cabinet press conference alongside Prime Minister Christopher Luxon on Monday, Willis said Cabinet had decided to keep these temporary fuel support measures in place for now but they are under “active review”.
“When the Government introduced these measures, we indicated they would be temporary, either lasting for a limited 12-month period or until fuel prices had stabilised, whichever came sooner.”
