- Demoralization – literally removing conventional morality and replacing it with alternative ideas
– might be achieved by over taxation, letting the crims out, hiring
people based on their opinions rather then their competence, debasing
the currency, turning the police force into a criminal organisation,
bringing in immigrants who aren’t expected to obey the law
- Normalization – a strong power steps in to restore order. Disruptors used in stages 1 and 2 are no longer needed.
