  6. Warning: This post is my opinion, and yes I have 25 years of work experience and evidence to confirm what I’m writing.

    We are at the start of the silly season. Council elections. Many of you will be aware of DPF’s campaigns/posts against the WRC and why. Guess what? People who live and vote in the Devonport/Takapuna and Glenfield areas of Auckland’s North Shore, there are two incumbent councillors who have influence over Auckland public transport and should not be re-elected . The recent campaigning (as evidenced by what the councillor was reported to having said in an article published in the NZ Herald) about ferry services is based on half truths and lies. What the councillor is proposing will not improve ferry services and will cost Aucklanders significant sums of money for services that are commercially viable and do not receive public subsidies at present.

    These people are a clear and present danger to Auckland’s financial position.

      • As they are the only Auckland public transport that is unregulated, do they want regulation?

        • Because they are Exempt commercial services, they must register their services with AT, but there is no subsidy and no oversight by AT. They are obliged to meet maritime laws though.

          The services concerned are:
          Auckland – Devonport (Fullers);
          Auckland – Waiheke (Fullers);
          Half Moon Bay – Waiheke (SeaLink).

          These services are all commercially viable and receive no subsidy.

          There are 8 contracted daily ferry services (Mon-Fri) with some of them with weekend services. These services are AT procured and paid for services.

          The said councillor talked about turning the Devonport and Waiheke services into PTOM services as the way to fix services. That is bul****t!

          A PTOM contract is a gross operating contract, whereby AT owns the service concession, keeps the revenue risk and procures the services of an operator to provide the vessels and crew to provide the service. Previously, the free contracts have been a combination of net contracts (the revenue risk is with the operator and the cost of the service is topped up by subsidy) and gross contracts (as described above).

          The issue is not the operators (of which there are 3 in Auckland), it is other matters which include:
          1. Passengers want cheaper fares – but what the councillor is not saying is, it is AT who set the fares other than to Waiheke;
          2. Many of the vessels being used on Auckland ferry services are reaching an age where they need replacement and AT’s existing contracts do not provide enough to replace the vessels;
          3. Demands for additional services means operators do not have vessels out of service for sufficient time to carry out necessary maintenance;
          4. AT tendered for its ferry contracts in 2016 using the PTOM model – let us say, the results were a dismal failure and the said councillor says this is the model to follow…he doesn’t know what he is talking about and he is repeating verbiage fed to him by AT executives.

          Long answer, but the reality is that politicians and bureaucrats are not the best people to procure/manage PT services.

    Lets assume average property rates of $2500 x 480 = $1.2 million rates pa.
    and a 60 year life of the buildings = $72,000,000 of future rates lost.

    So not only has the COL allowed unemployed thugs to bully their way into this destruction, that is a deficit of a further 500 houses.
    The land is removed from a decent option to house people because of superstitious whiners that pretty much don’t even contribute to the economy.
    It is not like they will be built elsewhere. Up in a puff of smoke.
