Magnitude 4.8 earthquake strikes southeastern Hawke’s Bay, felt by thousands
A magnitude 4.8 earthquake struck late on Sunday night in southeastern Hawke’s Bay, about 5km from Pōrangahau.
It had a shallow depth of 16km and is considered a strong quake by GNS Science.
The GeoNet website showed more than 2000 people across the central and lower North Island reported feeling the shake about 11.20pm.
There were eight aftershocks between 12.05am and 4.05, the strongest being a magnitude 3.3 quake just before 3am.
Residents in a central Wellington apartment block felt ‘shaking’, hours after a 5.7 magnitude quake struck the city.
They were evacuated as a precaution late last night, before being allowed back in around midnight.
The building only opened last year and was prized as Wellington’s first base-isolated apartment development.
One person said an engineer couldn’t figure out what the shaking was so the building had to be cleared.
It was deemed safe to re-enter around midnight with residents allowed back in.

Are the rumors true they were using biofuel and the engines cut out meaning no propulsion and the boat had trouble parallel parking next to the reef. No point dropping the anchors as the water is too deep. For the biofuel trials they should have put in a heap of solar panels and batteries as backup!

Did they even put out the anchors? though I do know the water can be so deep.
A possible sea anchor, drogue? though not so helpful in a current, but most currents do not sweep on to a reef, though a pinnacle is an exception,
It is the wind & waves that would push a ship onto the rocks,
The question of the fire, its origins? to me is very unusual.

[1] It they were moored far enough away, when the boat started drifting, they would have had ample time to respond, and if not able to correct, call mayday.
[2] It is a survey ship so they had all the gear to see what was under the water. So no excuse.

[b] Didn’t drop anchor because depth exceeded either chain length or 40m maximum;
[c] Dropped anchor and didn’t realise it wasn’t stopping the ship from drifting;
[d] Failed to set alarms for proximity or drift; and/or in absence of said alarms or alarms malfunctioning, failed to post at least two officers on the bridge to monitor for ship drift / collision possibility.
[e] It lost power.

What else were they allowed or not allowed to do?
What curriculum did they take and gain a functioning pass.?
Only reason they had a pass rate, for that pay grade, ability to recite “whaka papa” some “waiata” & to strum, + top in class for haka, then to lead powhiris etc… ? ? ?
[g] what were the skills & experience of the engine room watch?
1st, 2nd, 3rd engineers, and others of the “engine room watch” ?
[h] Was the whole navigation officiers totally unware of that “pinnacle / reef” and so being in dangerous waters.

A ship would hit a reef for various reasons.
– The ship struck the reef while under power
– Navigation failure
– Hacked guidance system (tinfoil hat time)
– Negligence
– The ship lost power and drifted onto the reef
Where were the backup systems?
Were there procedures for not being in a position where a loss of power would carry the ship onto the reef? I would expect the ship to be in a position relative to the reef so that prevailing currents would carry it AWAY from the reef in the event of a power failure.
IMHO “The ship lost power and drifted onto the reef” is by far the most likely scenario. Worth noting is that RNZN Manawanui was equipped with four diesel-electric generators, two azimuth propulsion systems & three bow thrusters so redundancy would have been a minor consideration.
Whatever happened rendered four diesel engines inoperable. To the best of my knowledge only Kiwirail have managed to do this when the “one” cooling system common to all four engines fitted to “Kaitaki” failed in Cook Strait Jan 2023.
Though the Navy’s Facebook page of 4 June 2019 offers a good clue of why things turned to custard.
“On the soon to be commissioned HMNZS Manawanui we have fitted two latest generation diesel engines designed to reduce carbon emissions and increase fuel efficiency. In fact they’re so efficient the ship sailed from Denmark to Wellington on just one tank of fuel.”

A diesel engine should only require fuel, air and compression to run. It’s not rocket science.
It’s the fuel metering devices that give the problems in the new age diesels Saggy. They’re either point of delivery in the injectors or metered at the pump & in all cases, computer controlled.
They’re super susceptible to contaminants in the diesel.
And biodiesel is super susceptible to contamination ,especially water absorption which common rail diesels hate .
Save a few percentage points of fuel consumption but end up with a motor significantly more prone to failure?

Big irrigation schemes including the old Ruataniwha Dam are among projects given fast-track treatment by the Government
Major water projects are among the list of projects included in the list of fast-track proposals for economic development unveiled by the Government.
The giant of them all is the old Ruataniwha water storage project in central Hawkes Bay. Other schemes are the so-called Klondyke scheme in mid Canterbury and the Amuri Basin scheme in North Canterbury.
Getting these schemes fast-tracked is welcomed by the industry group, Irrigation NZ.
“The great thing about a panel of experts deciding applications is that it allows people who are actually involved in the project or understand the project to have a view on its actual impacts,” says its chief executive Vanessa Winning.
“It’s less about the possibilities of a project, it is more about the reality.”

Auckland’s residential building downturn is likely to get a lot worse
Although the downturn in residential construction is well underway, the latest figures suggest the worst is yet to come in Auckland.
That’s because residential construction in Auckland has been propped up by a large pipeline of work caused by a surge in residential building consents between March 2021 and December 2022.
The graph below shows the relationship between the number of dwellings consented in Auckland since January 2020, and the number of Code Compliance Certificates (CCCs) issued for new dwellings in the Auckland region over the same period.
Building consents are issued before construction starts while CCCs are issued when a building is completed. On average there is about a two year gap between the two in Auckland.

The decision is probably not greatly important to anyone outside of the family but the time the wretched coroner took to make it shout be shouted from the rooftops.

HMNZS Manawanui sinking: $100m navy ship was not fully insured; only third-party insurance to cover ‘some’ of clean-up
Finance Minister Nicola Willis has confirmed the $100 million New Zealand naval ship that sank off the coast of Samoa at the weekend wasn’t fully insured.
The HMNZS Manawanui was conducting a reef survey off the coast of Samoa when it ran aground, caught fire, capsized and sank on Saturday.
Talking to Newstalk ZB’s Jack Tame on Monday, Willis said the vessel had the equivalent of third-party insurance, to provide some cover for salvage and clean-up, but the ship itself wasn’t covered by insurance.
It’s understood insurance would not cover the full cost of salvage and clean-up.
“Historically, Royal New Zealand Navy (RNZN) vessels aren’t insured due to the prohibitive cost, that’s been the case of successive governments,” Willis said.
“Even if policies like that are purchased, they’ve got such limitations and exclusions and conditions that they’re not really a viable product.”
