    • The trouble is in most cases people are not driving at the correct speed. I use a GPS, I mainly look at it to get the exact speed I am travelling at. Many people are at 95 or thereabouts and quite happy to start/join the queue. I am well aware when driving my big old camper van that those that cannot wait to get past me then revert to their 95 or so what they are comfortable at.

        If someone is going to have a meaningful discussion about speed, they first need to know how fast they are driving.

        And many imports read 10% high, as does mine. On trips I always use GPS for the same reason as you.

        You get some tosser driving at 96 because he/she is terrified of a ticket. But they are actually at 86.4.

        I did defensive driving courses as a teenager run by the local cop. He said if you are overtaking (this was before passing lanes) he said, put the boot down, and get it over and dome with quick, as the longer you are on the wrong side of the road, the more danger you are in, as a longer passing time increases the likelihood of someone pulling out of a blind driveway etc.

        There are few passing lanes that actually allow you to overtake with exceeding the speed limit. Safely passing at 100k, someone traveling at 90k requires 1.25km. Safely passing at 100k, someone traveling at 95k requires 2.50 km.

        With a few exceptions, most passing lanes rarely exceed 1km.

        The speed limit for cars and trailers or trucks over 3500kg is 90km. If you want several cars to pass safely, it requires exceeding 100k.

        Police know this and are unofficially not supposed to sit with speed cameras around passing lanes.

    The public are none the wiser after the mini-Budget when it comes to what two tax cut policies central to National’s pre-election campaign will look like.

    It remains unclear whether existing income tax brackets will in fact be adjusted for inflation.

    There are also question marks over how much mortgage interest residential property investors will be able to deduct as an expense from their tax bills, and when they’ll be able to make these write-offs.

    Why the uncertainty? National and Act don’t see eye-to-eye on exactly how to go about providing tax relief.

    In the new year, the Government will confirm how the interest limitation rule will be phased out, before it finalises what income tax cuts will look like at the Budget.

    • There were no tax cuts promised on income.
      There were tax cuts promised for Auckland region train funding tax via petrol purchase (coal burning EVs still dont contribute to anything!! ) .

      There was a suggested income tax bracket adjustment (to catch up for more than a quarter century of no bracket adjustment /fiscal drag)
      The bracket adjustment in 2010 with the GST rise could be seen as a change, to be fair.

      When and where have notional in 2023 ever said/promised/declared they will actually, specifically reduce nominal tax rates ?

      Given the existing debt mountain and contingent debt (future commitments of 3- 15 waters; cost of unwinding the polytech fiasco and other many fiscal time bombs like the picton fairy mess) there is little or no room for tax cuts.

  5. Report on Havelock North flooding reveals 20 years of misunderstanding

    A report on Cyclone Gabrielle flooding that swept through 42 properties in Havelock North has found there was a misunderstanding for 20 years around who was responsible for maintenance of flood mitigation.

    The object of the report, by Tonkin+Taylor, was to ascertain what flood protection work would be required to protect the properties from a 1-in-a-100-year (1%AEP) flood, but it also included information on existing maintenance and governance arrangements.

    The flooding occurred when the swollen Mangarau Stream burst out of its channel on the morning of February 14.

        • As I recall it was the Local Government Amendment Act of 1989 that signalled the end of the then Catchment Boards when their functions were taken over by regional councils. The pooch was further screwed by the Resource Management Act of 1981.

          That was when, instead of building stopbanks & planting willows the money was diverted into dictating land use & “compliance” enforcing ever increasing anti farmer & landowner laws.

          Like the rabbit boards & pest destruction boards who occasionally shot or ran over a slow bunny or possum. Now all the region council do is count the fucking things!

    • That report is bullshit.
      I was involved in decision making around the Havelock North streams and as well the issue around the maintenance of the well that subsequently eventuated in contamination.
      The Hastings District Council staff did not like the fact that the Regional Council were the regulatory authority.
      That is the way the Act was set up (RMA)
      The staff ignored advice that the well required maintenance and they did not want responsibility when it came to their part of the flood control.

      The Hastings District Council thought they were responsible to no one.
      I believe there was one staff member in particular that would not comply with any directions from the HBRC as he had a snitch against an HBRC staff member.
      The result of this stupidity has been at huge cost to the ratepayer.

      my mate staying with us at the mo used lemon juice earlier this year to pull a sicky cuz his employers were right arseholes, worked well to burn up sick leave before he quit.
