Thousands of Kainga Ora tenants appear before the Tenancy Tribunal
Thousands of Kāinga Ora tenants are ending up at the Tenancy Tribunal as the department continues its “firm but fair” approach to managing tenancies.
The tribunal deals with just under 30,000 cases a year. Kāinga Ora said in the 2024/2025 year, 6108 of those were instigated by it. The following year, it was 5154.
About 20% of applications were withdrawn because a resolution was reached.
“In 2024, we implemented a new firm-but-fair approach to managing tenancies. Our job is to provide tenants with a stable home for as long as they need it. In return, we expect them to be good tenants and neighbours,” a spokesperson said.
In recent weeks, cases dealt with by the tribunal included a Christchurch tenancy terminated on the grounds of anti-social behaviour. The man had tried to start a physical fight with a neighbour in front of the man’s grandchildren and told him to “sleep with one eye open”. When staff arrived at the property to talk to the tenant about his behaviour, he swore at them.
The tenant argued he had mental health issues after the death of his father and a motor vehicle accident.
In another case, a tenant was told her tenancy would end if she did not remove her friend’s dogs. A neighbour said one of the dogs bit their father-in-law and he required medical treatment.
Other times, it was because of rent arrears. One Papatoetoe tenant left a tenancy owing just over $2000 and was ordered to pay it. Another tenant was told to pay 65 payments of $108 to clear rent arrears and debt for a Mt Albert property.
Kainga Ora manages about 78,000 properties. There are about 440,000 homes in private rental arrangements.
In general, landlords instigate the bulk of Tenancy Tribunal applications, and the majority are for rent arrears.

When the mandates came we stood in the gap for our staff and their family members who lived on farm. All were “mandated” by the corporate who owned the farms. None of the staff or their children got the jab while they were with us. We were careful not to apply pressure either way but gave them the Govt info and the NZDSOS website. It was their free choice.
All our kids enquired how to address the mandates placed on them by employers or learning institutions. None of them wanted it. None of their concerns were considered by their employers or institutions. All our kids got the jabs in order to keep their homes, jobs, complete courses they had already gone into debt for. They knew they were rolling the dice.
They didn’t know it broke my heart. Because it wasn’t them holding the gun. It was our government and all the puppets who gave their minds to it. The other parent and all the extended family. I taught the kids to respect all of them.
Imagine telling someone in their 20s that if they didn’t take a substance you would fire them, and in the next breath saying you’re sorry. That’s where our NZ people are at. Already lost? What is a people without a spirit? Without a spine that would tell them to die first, before risking a young person’s life?
I raised my kids to be responsible. Unemployment and debt also went against the grain and the reassuring lies were 24/7. I raised them to respect coaches, elders, bosses and tutors. They were betrayed.

We are redistributing wealth in the wrong direction.
On average, older New Zealanders have significantly higher net wealth than younger New Zealanders. Decades of saving, investing and rising house prices have seen to that.
Yet New Zealand still provides universal NZ Super and heavily subsidised healthcare regardless of an individual’s wealth.
That means taxpayers, many of whom have little or no net wealth, help fund benefits for people who may have assets worth millions of dollars.
At the same time, Treasury projections show the cost of NZ Super and healthcare will continue to rise as our population ages, placing increasing pressure on younger taxpayers and future government budgets.
A welfare system should exist to support people who need help, not to provide the same taxpayer funded benefits to everyone regardless of their financial position.
If we want a system that is fair and financially sustainable, government spending needs to be reduced.
At a minimum, high cost universal benefits such as NZ Super should be means tested so taxpayer support is focused on those who genuinely need it.

Waikato University is increasing collaboration with Indian institutions to create a two-way exchange of talent, ideas and innovation, writes Graham Skellern
The University of Waikato is planning its second offshore campus to strengthen its education ties and capture opportunities in the vast Indian market.
The university’s vice-chancellor, Professor Neil Quigley, says India has become a strategic priority because of a “growing community of Indian students studying with us, strong and expanding research partnerships, and increasing engagement with Indian universities and industry”.
He says India is one of the world’s largest higher education and knowledge markets. Combined with recent policy reforms and the strengthening relationship between New Zealand and India, “there is significant potential to deepen our collaboration across education and research.
“Many of our relationships globally go beyond recruitment,” says Quigley. “Indeed, the importance of brand recognition in markets where we want to recruit means that developing and promoting other types of relationships go hand-in-hand with recruitment.
“In India, we already have institutional partnerships with quality Indian universities covering student mobility, research collaboration, progression pathways and professional engagement.”
Now, Waikato University wants to take the relationship one step further through transnational education and delivering programmes in another country.
The university, which has a dedicated recruitment team based here and in India, currently has 850 Indian students in Hamilton, mainly post-graduates studying for master’s degrees.
“We limit international students to 25% of the total enrolment. Our internationals have reached 2800, with more than a third from India and the limit has hit around 22%. We have a little bit of room to grow international students but not enough,” says Quigley.
“In the past, we’ve had quite a concentration of international students from China but India has come on strongly as a student force. India’s population is quite young – about half of the 1.4 billion are under the age of 25 – and more are looking for educational opportunities.”
Waikato University is talking with potential joint-venture partners to establish a campus in two Indian cities. They are not New Delhi or Mumbai, is all Quigley would say.
“The partners will provide the infrastructure and we will provide the academic programme and staff. We’ve got a medical school to build in Hamilton by early 2028 but I’d like to think we can have a campus in India by September 2028.”
Quigley said a five-year plan for the campus would be to enrol up to 5000 students.
“Against the scale in India, this is a drop in the ocean, but we will take it sensibly and stick to the things we are good at.”
Quigley says the branch campus is a means of providing access to Waikato degrees for undergraduate students who primarily wish to study in India, and also establish relationships with businesses there.
“We can build into our programmes the outstanding expertise that exists in India, for example, India’s leadership in digital payments can be built into our fintech programme.”:
There is already a campus in China – the University of Waikato Joint Institute at Hangzhou City University delivers three full undergraduate Waikato degrees: Bachelor of Business (Finance) and two Bachelor of Design programmes, in media and interface design, approved by China’s Ministry of Education.
Waikato University also has programmes running in Vietnam at the National Economics and Van Lang Universities in Hanoi and Ho Chi Minh City. The programme includes a Bachelor of Business with majors in digital business and supply chain management.
“Our partnerships, including India, give undergraduate students the chance to do some study in New Zealand. They may do two years in India and two years here or one and three years.” Quigley says.
“Some may want the opportunity to study in New Zealand for one semester to see what it’s like, and they can cross-credit back.”
Waikato University currently has agreements with 25 Indian partner institutions, spanning student exchange, progression pathways, research collaboration and professional engagement.
From 2020 to 2025, the Waikato research collaborations with academics in India resulted in 135 publications – more than 40% of them were in STEM-related subject areas such as engineering, computer science, material sciences, earth and planetary sciences and medicine.
Earlier this year Waikato signed two memorandums of understanding with Bennett University in the northern state of Uttar Pradesh and Symbiosis International (Deemed University) Pune in the western state of Maharashtra.
Symbiosis is renowned for its multidisciplinary approach and vibrant learning ecosystem, bringing together students from 85 different countries.
The partnership will see the development of dual and joint degree programmes, exchange of academic and scholarly resources, and joint research initiatives, further enhancing the global learning experience for students from both institutions.
Bennett University offers industry-focused education in engineering, management, law, media and liberal arts, all within a high-tech, modern infrastructure.

A few clicks away lies the former village of Greytown which remained firmly rooted in the 19th century until it was discovered by monied Wellingtonians thirty years back. A modest workers cottage which would fall down if the borer clapped hands would sell for north of a million. The pretentious rub shoulders with the new nobility as they jostle for space with the al fresco diners cluttering the footpaths in a desperate attempt to get noticed.
To compound the vainglorious ostentation they have embraced Matariki with open arms.
