Haven’t seen the logic behind this, but I will hazard a guess. The former Joint Generation system in the kaimais was just built with no reference to the landholders and continued thus for many years. The road into the system and the internal lake and tunnels that make up the system cross much of their land.
At almost the end of the road is Ngatahoa Lodge, which is an outdoor education Lodge that is superb and can be used by anyone. for a longtime its was the only one and was used by many schools. Some others have been built since. I was on that committee for over 10 years.
The water from several rivers is diverted via tunnels to finish up at the lake, and that then runs down to the Ruahihi Power station alongside the State Highway and then into the Wairoa River.
On the way into the lake, the Bethlehem Marae has a centre that they use as well. A lot of the surrounding land, which belongs to the Maraes, is planted in forest, and there are pieces that DOC owns. One of which is where the Ngatahoa lodge is.
The road that connects all this to the area is Omanawa Road, and next down is Belk Road. Omamnawa Road used to be locked off when entering the area. Once through the gate, the forest roads go across the plateau and come out on the state highway to Tokoroa.
When Hart took over Forest Products, he identified a lot of land that FP actually owned, long that road, cleared the trees, and put dairy farms in their place.
Along the way, the Joint Generation system was sold to Trustpower. ( Joint Generation was formed IIRC, between Tauranga Borough Council and Tauranga Electric Power Board. The borough supplied power to the city area from 14th Ave to town and the TGA electric the rest of the place. This was subsequently sold to Trustpower and Manawa Corporation and now resides with Contact Energy.
I suspect this is tto address some of the real issues that pertain to the ground.
Some other things I know.
I have been in the back a few times hunting years ago and have been among kōkako, there are a lot of Blue ducks up there and Kiwi. Plenty of pigs and possums up there and used to be wild cattle.
Apart from a couple of quite spectacular waterfalls, the land is quite flat as it’s really an extension of the Mamaku Plateau. There are some deep gullies where the rivers have run.
The forest road runs right across, and the loggers used it to haul out to Tokoroa and Putarau.
On one of the side roads was the fire watch tower. My old friend used to do that. wander up there mid-morning and keep a watch as from there he could see all the bay right out past Matakana Island and all the forests surrounding back past Tokoroa and around. amazing view because of the flatness of the area. It no longer exists these days.
We have an issue with the Kaimai Road, as for some unknown reason, it was built over the hill rather than across the flat.
The logical replacement is to build up from Belk Rd to Omanawa Rd and across the forest road.

With all these recent candidate announcements from NZ First, one gets the feeling they are not Winston acoylites. He would be hard pressed to go with Liarbour with all these right leaning candidates. The twists & impossible things to believe have to be read, to gain the full context.
I will say that bank is not the only bank, that puts customers through impossible hoops, to get things sorted & back on track.
It can be absolute torture, & time consuming, & to keep an inane smile on your face, when turning up at the bank with laptop in hand, with all the repetitious ID to go through, to present to the teller, to get it sorted.
Then needing to do follow up calls, then another return to the bank, because it is easier to know same teller, even if she can not easily sort it out. At least some continuity.
Likewise for the delays by insurance companies too, for the inane repetition of ID.
Now that I’m older and wiser, here’s what I’ve discovered:

I’ve never been in a position to try this so I’ve got no way of knowing whether it’s fact or fiction but someone here might have an opinion.
Problem: Hopelessly bogged vehicle.
Equipment available for salvage: one large heavy tractor/dozer (or other immovable anchorage point) & a lighter wheeled tractor.
Solution: Wire rope (longer the better) from stuck vehicle to dug in dozer. Another rope at right angles halfway along that rope attached to lighter tractor.
Allegedly that gives a sufficient mechanical advantage to free most equipment.

Nasska I did consider that option in this situation at the time, but went with this, just for the speed of getting this done, as enough small waves were pushing onto the back of the boat.
Rightly or wrongly I also considered the rope would not break, & it did not, as figuring there were 2 leads down to the trailer.
One time a boat on its trailer got hopelessly bogged & the V8 car could do nothing.
I told them to unhitch, ran the anchor rope from a post way up on the beach, back to the trailer, one round a smooth part of the trailer chassis, then back to the the V8 tri-matic with its limited slip placed upon the metal road way where it slowly ground its way out. Not to jerk it, as that risked breaking the rope, just a total grind for every inch.
Must have chewed the tread of those back tyres wickedly so.

we trucked in our RT (2track tractor) to get max surface area to prevent it getting stuck. few hours on a digger and 600hp screaming its tits off got the thing out
I have seen wire rope pulleys break, not in the pulley wire rope system but where the pulleyblock was attached, which really can be so unreal in the throw as a catapult bolt with a resounding crashing noise.
Within a foot of a guy securing some thing else.
I first thought he had been hit some how, as he seemed to mysteriously collapse, but it was more from the shock as he took in what had happened.
That dyneema rope seems to be thing, with that rating, though Lord help you if that pops.
Other times, even hi- tensile chains breaking, when one figures that one had not a moment to move in time to escape from the worst of it.

I recall a 28 tonne digger, ex Maui gas-line digger, bogged into a spring,
The bull dozer with winch had snatch blocks in a pulley system
The anchor for one end of this was a sizeable tractor that with its front end loader dug itself in with its 4 wheels and managed to put in its front end loader in as well.
It sounded plausible in shifting the digger out.
Hitched to and pulled from the frontend of the tractor chassis, which despite the driver expecting to stay put, and despite his waving & yelling out, absolutely crumbled that front end loader & shifted nothing of the digger.
I know that neighbour put in a claim in for his front end loader, do not know how he explained it, nor know if he managed to collect.
I do not know what the Plan B was but any way the digger was eventually shifted enough, so that its own boom & bucket was able to pull & push as well.
On a clear day in NZ agricultural & forestry country you can hear the sound of machinery being destroyed.
