Because New Zealand operates under the Mixed Member Proportional (MMP) voting system, a government needs a majority (typically 61 seats out of 120) to comfortably pass legislation and survive votes of no confidence. [1, 2, 3]
Here is exactly what happens next under the Cabinet Manual guidelines:
1. The Caretaker Convention Triggers Immediately

  • Government continues: The current Prime Minister and ministers stay in power as a caretaker government.
  • Restricted powers: They handle day-to-day administration but cannot initiate major new policies or make significant appointments.
  • Neutrality: The public service remains neutral and prepares briefing papers for all potential incoming ministers. [1, 2]

2. Intense Coalition Negotiations Begin

  • Cross-block deals: Leaders from both sides attempt to break the deadlock by negotiating with any minor parties or independent MPs that may have crossed the 5% threshold or won an electorate seat.
  • The “Kingmaker” role: If a single minor party holds even one or two seats outside the main 60-60 split, they dictate who forms the government. [1]”

National’s commits to no new taxes for working people, won’t go further
Nicola Willis has promised no new taxes for working people if National is re-elected in November, but won’t rule out upping taxes in other parts of the economy.

Tax is still on the table
Asked about taxes, Luxon and Willis were unable to to rule out any new ones next term – although they did specify there would be no tax increases for working people or small businesses.
“What I’m saying to you, we’ll have a tax policy come out. But just be under no illusion … we are the responsible guys. We are the party of low tax. That’s what we believe. You should keep more of your own money, rather than give it to a government like the Labour government to go and waste, as we have just experienced,” Luxon said.
He did not say when the tax policy will be released.
On the planned fuel tax increase – which is currently set for January – Willis said Cabinet has still not made a decision despite previously saying it is “highly unlikely” that it will go ahead.
“We’ve previously said that that’s something we have under active review, given the oil shock in the Middle East, and we will have more to say about that ahead of the pre-election fiscal update,” she said.

Meanwhile National’s coalition partner ACT has issued a statement saying National’s promises are three years too late.
“Reducing spending to 30% of GDP sounds impressive, but Grant Robertson spent only 28% in his first two budgets before he lost all control during COVID. Today the Government is spending 32.6% of GDP, and isn’t forecast to go below 30% this decade,” Seymour said.
He said the ACT Party has a “proven track record” of saving taxpayers’ money.
“National wanted to spend $380 on a medical school, we negotiated it down to $80 million. They wanted to spend $250 million on electric car chargers, we got it down to a repayable loan of $60 million. … Without ACT, the taxpayer would be on the hook for billions more, but even more savings are needed.”

Not everything is worse. It takes people to run hospitals and the police and look after prisons and all those things. Doc and other govt. departments need people.
What matters is the cost and the return.
In the case of police, there is evidence daily of the return; the hospitals are getting on top of some of their workload. Remember that workload is there because the citizenry want these things done. The alternative is not to do them.

The issue is more about removing the things that create that need and the things that are wasted costs, such as 75000 unemployed young people.

That, in my opinion, is one of the most easily solved problems, and its no use blaming those same people and telling them to go to work. They are excluded by rules set by the government. If you are around family, you will find this out.
