Lets assume the following as fact;
1. The Chinese flu affects mainly the elderly.
2. The cases still being reported are from known clusters, or from imports.
3. The Government has got the traceability issues sorted.
If this is right, then why not give all the imports, (after a 2 week wait), those in known clusters and their immediate contacts, an app so THEY can be traced? In the unlikely event that some of them have the infection, how hard would it be to find them?
Most elderly will continue in something like stage 3 lock down, but the rest of us can get back into normal life. Open all businesses, camps, schools etc ASAP.
