You would have thought the Treasury would have done some form of research, before advising the Government to go ahead and sign us up for billions of wasted taxpayer funds.

I do not believe this. They must have done some analysis ( maybe not a full cost benefit analysis) because when Watts announced his decision the said Treasury had estimated the cost if we did not meet the target. I cannot remember the figure but it was ? billions.
There are so many people working on CC in Wellington someone has to have done the work. There are 70 at the Climate Commission and even Wellington City Council has 35 staff on it —it ludicrous the number employed to “work” on the BS.
